apk version in google play developer console different to what specified in XDK

Refer attached image xdk.png, you can see we defined the App Version Code is 1, but after submit the apk to google play, it shows 12 (google_play.png)

Is there any problem in our procedure or it is a bug?

We current use XDK v3522, iMac OS X El Capitan
