'chklic.exe' error

Having successfully downloaded the application file, 'Visual Fortran Composer XE for Windows'constantly gets stuck at the 'Reading Existing Licenses..' part of installation. I get the error message "chklic.exe has encountered a problem and needs to close. We are sorry for the inconvenience."

Anyone have any ideas to resolve this?
