developing and hosting

HI all!
     I did like to know about the development here, do I have to download the intel sdk tools or I can build an application directly here ???? This is because I do not have a pc. so am using  library(college) computers.
    secondly, do i have to host a web page or web apps developed here????

I do believe you should start reading the Getting Started Tutorial for Intel XDK here: https://software.intel.com/en-us/xdk/docs/intel-xdk-guided-tutorial

It will definitely answer many of the question you have.
