link to read about permission details is blocked

In XDK 2496 under build settings -> whitelist -> the info icon has tooltip with link to read about cordova whitelisting permissions.

the link is opening in my browser to https://software.intel.com/en-us/xdk/docs/using-cordova-whitelist-rules-with-intel-xdk
but the link is blocked. getting "Access denied You are not authorized to access this page.".
