So the problem is that your current settings don't allow for direct access to the local server. Which means that your proxy settings are configured in such a way to not allow for direct access. The only way to fix this is going into your firewall and adding this app nw.exe on the allowed list, or to allow for the ip address on the port as an exception in your proxy settings.
