registering a product with serial number fails

I have Fortran 2013 licence. recently I had the hard drive replaced and would like to re-install the software. I have tried several times to register the product (which it says is already registered). How do I go about downloading the software and getting it running?

Login to the Intel(R) Registration Center at https://registrationcenter.intel.com and click on the Fortran Composer XE product download link.

With your serial number you can activate the product during installation.
