trying to transfer license to another person but unable to

Hi,

I want to transfer a license file registered under my name to another person in my organization.As per the help link it says  after you click the Manage link , it will open a new page listing out the primary owner and administrator and a transfer link to transfer lics to people from within the same company. I dont see this transfer link , i tried changing the person who needs the license as the administrator but he too cannot get any transfer link.

Bottom line i want to remove myself as the primary owner and give this license to another person.Please let me know how this can be done.
