Bug: PCM doesn't support offline cores

Hi,

PCM samples several events on socketRefCore which remains static during PCM's run. This prevents PCM from correctly reading counter values when specific cores are offline, for example when using: 

$ echo 0 > /sys/devices/system/cpu/cpu7/online

In the above case in my system, PCM reports that energy is zero.

unfortunately, changing topology while PCM is running is not something that we can support in near future.
