oneapi c/c++ extrem slow

first my configuration: Dell Poweredge R720 2x E5-2680-0 2.7 Ghz

                                          120 GB Ram , 15 TB SAS HDD

                                          Operating System: openSUSE Tumbleweed / Leap 15.4

                                          oneAPI 2022.1 / 2022.2 Toolkits

                                          glibc 2.35

Test Software                : NIST Scimark4

                                           gcc-11 reach a Score from 2018

                                           oneAPI icx / dpcpp 2022.1 reach 1908

icx options = -Ofast -m64 -march=sandybridge -mtune=sandybridge

gcc-11        =  same options

why is the intel compiler so slow ?
