A error always occurs and I do not have any drivers installed, I believe this issue also occurred even when I had drivers. What can I do to fix this issue?

This is a wireless card that is so old that Intel has discontinued it and is no longer providing interactive support nor hosting driver downloads for it. If you attempt to use the latest available drivers on the Intel site, you will find that it does not work with this card.
All is not lost. I saved away copies of the final driver release packages for most of the discontinued cards in my archive. I currently have a portion of this archive in the cloud and you can download the Wireless and Bluetooth driver packages from there. Use this link: https://1drv.ms/f/s!AtacZBU04mo-j-tQ34BdSDv6y1BFsg?e=7gn50T to access my archive. Subfolders provide final driver packages for most of the Discontinued Wireless adapters. In your case, you want the drivers in folder Wireless-AC 3165, 3168, 7265-D.

- Are you able to connect to the internet?
- Is this a new computer? If so, have you checked with your system's OEM for validated drivers?
- Is the adapter the original one that came pre-installed, or have you changed/installed a new adapter recently?
- Are you only trying to install a specific driver?
- Could you please provide us the SSU logs of your system? You can find instructions on How to get the Intel® System Support Utility Logs on Windows*
