First of all, some introductory articles regarding Intel vPro and AMT that you should peruse:

So, to answer your question (without writing a book):

  • Is there a chipset design difference? Most certainly. There are specific chipsets, with unique features (an enhanced Management Engine being the biggest difference), that support Intel vPro - Q670, QM580, Q470, etc. (look for the 'Q' for Desktop chipsets, 'QM' for Mobile chipsets and 'W' for Workstation/Server chipsets).
  • What's different between vPro-enabled and non-vPro-enabled Wireless components? The vPro-enabled components, amongst other things, include support for remote management (see first Wikipedia article for more information). Note that you can use the vPro-enabled components in non-vPro systems; the additional capabilities will simply be ignored in this case.

Hope this helps,
