After I try to install oneapi like this instruction https://www.intel.com/content/www/us/en/developer/tools/oneapi/vtune-profiler-download.html?operatingsystem=linux&linux-install-type=apt

This appears to be the same issue someone else reported: https://community.intel.com/t5/Analyzers/Installing-intel-oneapi-vtune-failed-on-Ubuntu-24-04-LTS-Linux/m-p/1635818#M25309. The drivers are built and loaded, but the installer automatically runs the boot script which also tries to load the drivers and fails because they are already loaded.
The installer team is working on the fix, and in the meantime, you can run the following:
$ sudo /opt/intel/oneapi/vtune/2024.3/sepdk/src/boot-script -i -ul
This is similar to the response I gave in the other thread, but you don't need to manually unload the drivers because the -ul option will do that.
