I went to the webpage as listed in your post. Number 3 below is part of the instructions. However, the win_measurebw.zip for Windows file is not available for download when I log in to my account at http://premier.intel.com. Please advise how to get this package.

3. Download the appropriate Uncore Measurement package and uncompress it into a directory of your choice. To download the package, to go http://premier.intel.com, log in, and select File Downloads from the menu on the left. Select either VTune Performance Analyzer for Linux* or VTune Performance Analyzer for Windows* and click Display File List. The package will be named lin_measurebw.tar.gz for Linux* or win_measurebw.zip for Windows*.

I suppose the availability of this download on your account would depend on your having registered (at https://registrationcenter.intel.com) a still current license for the corresponding (Windows or linux) VTune. If you have registered such a license, but the download isn't there, you could file a support issue on premier.
