Unable to scan device chain MAX5

Dear Sir/ Ma'am,
I downloaded the latest version of Quartus prime lite(23.1), but this software was not able to recognize USB blaster. I found out that 13.0.1 version of Quartus lite was detecting the USB blaster so I continued with 13.0.1 version. Now I am facing issue in JTAG programming. The error message I am getting is as attached. (when I choose auto detect, I get the message "unable to scan device chain")

Did too many things, but I was unable to resolve this error. I have attached a schematic PDF, please go through the schematic and help to resolve this issue. Let me know if any changes have to be made in hardware.
I have made the connections on board as shown in picture attached. I don't have any evaluation board.
