Where to find PCA System Utility DLL on PXA270(Dell Axim X51 PDA)?

Hi,
I want to collect processor cycles in the application. I need pmu.* files as introduced by Intel documents. But there are no such files under /windows folder on PDA.
Where/how can I install these files?
