I've never come across this problem before with emulation so I'm fairly sure it's an issue with the Intel Arc drivers and it would be nice to see people poke at this some more especially if we can get any Intel employees to look at this. Love my classic gaming, that's the main thing I do in my downtime and with the latest drivers I have frequently run into glitches.
The best way I can describe it is there's some kind of pixel based glitching that happens in the best case with older drivers and then with the latest drivers all of a sudden I have these weird vertical bars going on. It would be nice to get this fixed as really one of the best use cases for the more low end graphics cards is the lighter gaming options.
Can't exactly do that with this horrible mess on the screen, by the way, never had problems with this on my old PC which was running on an Nvidia 1660 Super 6GB or for that matter on my Android phone.

Just some extra information because I realised driver version will be important here.
current driver version: 32.0.101.7028
Earliest known somewhat stable driver version: 32.0.101.6877
It should be worth noting, that even on the earlier driver versions there was still graphical glitching on the UI, but it was at least playable for the most part, now it's all gotten broken again.

I'll need to keep experimenting, it seems to be Nintendo 64 games specifically this issue crops up with, might be worth checking out other stuff to be sure.

I tested out some other games, weirdly enough Game Boy Advance games and Gamecube games seem to work flawlessly.

This isn't so much a 'fix' but more of a work around, I have no idea why this is the case but after checking out another thread with similar problems as mine I tried running Retroarch and then downloading the ParaLLEI N64 plugin and the emulation is now working flawlessly. This is bizarre because does this mean that Retroarch is using some kind of more up to date and stable version? Ares should be up to date overall so I don't know why that wouldn't work which leads me to believe this is likely still a driver issue.
At the very least I got the emulation working smoothly so I'm happy, but this is something that should be escalated as it's clearly driver wide issue.
