Intel dynamic platform and thermal framework settings missing:

I'm trying to access the 'power limit' and 'acoustic limit' settings but it's not showing up in the advanced power settings. The only thing that shows up is the 'Config TDP level'.

I had it before but then I wiped my hard drive and did a factory OS restore from the Dell cloud and now these settings aren't seen.

I updated all my driver's through both dell as well as intel's 'identify and update drivers', so my driver's are up to date.

Can you please assist me as to how I can reach these settings? I want to set it to level 5 because I'm gaming.
