I210's PCIe interface usage----urget urget

Hi, as we know, PC's PCIe interface works as a host,  if I210 works as a host with PCIe interface, how can PCIe card（the PCIe card uses a I210 chip ）work when PCIe card plugged into Slot?  see attachment

I think that you may check section 3.1 PCIe from the i210 datasheet, document #333016 in RDC.
