Need to program iNVM in i210

Intel,

I am working on a commercial product and have purchased i210 components from distribution.  I have otherwise working boards but see the 0x1531 device id for an unprogrammed part.  I need to program the iNVM with at least an ethernet MAC address in order to get them to function in the application.  I have attempted to apply for privileged access on the intel RDC web site but have been rejected for no given reason.  I need the Linux version of the eeupdate tool and the IBL 348742 support documentation.  Please provide the required assistance.
