What is the appropriate flash load file to use on the I210 in order to get a 10/100 Base-T interface.

The External SGMII device configuration supports the cited interface. You can confirm this information and more details in section 3.7.1 on page 87 of the Intel(R) Ethernet Controller I210 Datasheet document # 333016. It can be found at

Due to this fact, we suggest you use the image related to the cited configuration.
