Hardware Accelerated h.264 Video Encoding

Hello I want to perform hardware accelerated video encoding on GPU of an Atom E3800 processor. I have obtained a white paper called "Hardware Accelerated H.264 Video Encoding using VAAPI on Intel Atom Processor E6xx Series" with document number 325019-001.
