Thank you for contacting Intel Embedded Community.
You can use a tool like FIT to create a file that you can save in the SPI with a tool like a Dediprog.
"The Vsccommn.bin file is used by Flash Image Tool (FITC) and MEManuf tool to select a serial flash device listed, to create flash image, and to check if the Intel® Management Engine (Intel® ME) and BIOS VSCC customer created matches the VSCC entry in the vsccommn.bin."

How can I add the Bytera Memory 's Flash device (part number) into this document list (Vendor Specific Component Capabilities
(VSCC) Comm.bin Content for 2025 Platforms) ?
Please advise as well.
