Based on the information stated on page 3 of the MCS(R) 8XC196KC/8XC196KC20 Microcontroller Datasheet document # 270942 that has been attached to the cited thread, the cited part number detail information of its dimensions can be found on pages 2-33, 2-39, 2-40, 2-41, 2-42, 2-43 of Chapter 2 of the Intel Packaging Databook that can be found in the following website:

The information that may help to decode the markings of the cited device is stated in chapter 5, on page 50 (5-1) of the Zap Code II Handbook that has been attached to this thread.
