Hello, I'm having a problem with my HP Elitebook Folio 9470m laptop. When I start it, it displays the HP logo, restarts, then displays the HP logo again, along with the error: ME state in recovery mode. This doesn't bother me, but the first part of the startup process (before the restart and error message) takes over a minute, which is a major problem. What should I do?

Contact HP about your roached bios/me. However, for a machine as old as yours, it is unlikely they will help you.

The you need to restore your bios, if you can. Now, the bios belongs to HP, so there is nothing that can be done here. This is an HP issue.

Translation: HP has no interest in supporting customers who come to them with out-of-warranty systems. Instead of just admitting this, they falsely say it's an Intel problem and send you on your way. Sure, let Intel can be the bad guy that tells you that the system is too old. They lied to you, plain and simple. This *is* their problem to solve - or at least it would be if they had any interest at all in doing the right thing for their customers. To them, though, this would be throwing good money for bad. No, way easier to dump them on Intel support. What a scam.
So, here's the reality: Your processor is fairly old, 2013 release, 2016 discontinuation, 2019 end of servicing. I would presume that HP's system-level handling dates were similar, just delayed. Fact is, it is almost impossible for us to help you with an Intel ME issue on a system this old. Only HP could do so and, as we've seen, they have no interest in being involved.
The problem that you are seeing is a failure in the operation of the Intel ME. If I was to hazard a guess, the ME's firmware was somehow corrupted or the (flash) storage device has physically failed. Either way, the ME is not operating. The system's BIOS is attempting to communicate with the ME, but not getting any response. As I mentioned, HP designed this system's BIOS and is responsible for its operation and maintenance. Only HP can address issues related to the (flash) storage device used for firmware and BIOS.
Sorry, it's time to relegate this system to the recycling heap.

This is what I don't like about HP - they don't care about their customers. In addition, during the conversation with them they wanted to sell me laptops 4 times. That's sick.
