Hi all,
Cheating a bit since this isn't re Intel hardware. TLDR: connected to a 2.5g port on my router I get terrible download speeds. 1g ports work fine. Short CAT6 cable.
That's booted to Windows. Booted to Linux I get 2300 down and 350 up. Saturates my cable plan.
Bisected services and found the culprit: Intel Connectivity Network Service.
Thing is, I can't get rid of it, except by using Selective Startup - which I would rather not do.
It doesn't show up in Windows Services so I can't disable it directly.
Anyone know what app or other service spawns this thing?

By installing the latest Intel Connectivity Performance Suite I got that service to show up in Services so I could disable it.
Confirmed on two Lenovo ThinkPads: disabling it restores full speed when using a 2.5g port on my router.
