How to Read in External pps signal in C Program of NIC Card E810 CQDA2T

I have Intel Ethernet E810-CQDA2T NIC Card with 2 SMA connectors, 

I need to know a way/how to read/detect an external signal connected to SMA Connector through C program or any Linux CLI Tool
