I am implementing the 1588 protocol and currently testing with the linuxptp software package. I have a question: Do both the XL710 and 82599 chips not support the use of external timestamps? If so, are there any 10G optical options that support the use of external timestamps?

Thank you for the posting in Intel Ethernet Community.
Unfortunately, due to hardware limitations on the 710 series and PTP frame structure over UDP not being supported in the 82599 for IP tunneling packets, only the E810 series cards can support PTPv2.1 version for 10G options.
