This document states that the material is being changed to aluminum, but it does not specify its color. Previously, I have seen ICs in these packages with the heat-dissipating part in gray, but in this case it is black. Is that possible? Have you encountered heat spreaders in black color before?

Hi,
PCN states top plate has been changed to anodized aluminum. This material can have different colours, including black. I however can't detect if the part top on your photo actually includes a metal plate or is in total plastic molding. You can check yourself by scratching it, e.g. with a screwdriver or needle.
Flex10k is obsolete since long, doubt that you get specfic support from Altera/Intel.
