Intel Arc Control screen capture unable to work

Intel Arc Control screen capture was unable to work, after Win11 or Intel software upgrade. The error message was, "Could not start Capture", "Device operation failure. Make sure you're not connected to a VPN. Error code: -17".

However my desktop pc was not connected to VPN.

My CPU is I5-12400 (using integrated GPU on CPU).
