I have i5 9600k and a 1660 Super on a H310CM-DVS Motherboard, When I am playing FiveM or Fornite it is at 100% Usage half the time and it isnt the game because the game uses from 60-70% Usage

In order for us to provide the most accurate assistance on this scenario, we just wanted to confirm a few details about your system:

Is this a new computer?  

Were "FiveM" and "Fortnite" working fine before without showing the issue that you are describing?

If yes, when did the issue start?

Did you make any recent hardware/software changes that might cause this problem?

Does the problem happen at home or in the work environment?

Please attach the SSU report so we can verify further details about the components in your platform, check all the options in the report including the one that says "3rd party software logs":
