Looks like Flashing the BIOS is the only thing to do.

Yes, flashing the bios fixed the issue. A big help is the "Flash Bios" port on the MSI PRO Z790-P M.B. The GPU is a Zotac Gaming GeForce RTX (NVidia GeForce 4070 Ti Super.
