You are absolutely right, but this change happened quite some time ago. Microsoft, as part of the DCH driver specification, removed support for Context Menu-based Control Panel apps and added support for Modern GUI-based configuration apps. Per the requirements, Intel transitioned to a Modern GUI-based configuration app named Intel Graphics Command Center. You will find it in your Start Menu.
