Thank you for posting on the Intel Communities. I am sorry you are experiencing issues when trying to monitor the fans from Intel® Arc™ Control Software.

The fans' RPM should show in the performance tab or also from the software overlay with ALT+O if the GPU is not experiencing high temperatures the fans will not spin. Starting with driver 31.0.101.4369 the Fan Control feature was added to the software, try to set a lower curve for the fans to start spinning at a lower temperature to verify and make sure the fans work.

In regards to the issue you mention about performance on a game, please open a new thread so we can do specific troubleshooting for that issue and gather more information from you.
