Will the 380 run on a dell optiplex 790 no rebar, and only a PCIE 2.0?

The minimum requirement for an Intel® Arc™ graphics to work is that the system must have a Full-size PCI Express 3.0 (or newer) x16 slot and rebar. You can check this link for more details: https://www.intel.com/content/www/us/en/support/articles/000091128/graphics.html
