Hello Melty,
Good question. I want to let you know that we do recommend enabling the rebar in your system before using the Intel Arc 380 so the performance will not be affected. However, seeing the motherboard model, I can confirm that it is not also compatible with upgrading to 12th gen CPU. This means that if you want to upgrade your CPU to 12th gen, you will also need to change your current Gigabyte H110m-h motherboard. Newer motherboard system often have rebar enabled. If you want a list of compatible Gigabyte system for the 12th gen CPU that you want to use with rebar feature, you may also reach out to them at this link: Support Services Center. If you have a specific 12th gen CPU in mind, I can give you a list of compatible motherboards as well if you specify the model.

Hello Melty,
I hope I was able to clarify that you need a motherboard that enables the Rebar feature in order to use the Intel Arc 380 with it's full capability. Using the Intel Arc without the rebar enabled may work, however it can affect the graphics card overall performance.
