Arc Control Studio Capture error

Have a i5-13600K running win 11 v22h2.

I updated to driver 3959 and Arc Control came along and tried to do Studio/Capture but when I start the Capture it gives an error code -17. It complains that I cannot be connected to a VPN. Why should that matter?

I have Nordvpn installed but not currently connected.

Not a good start...

Since the user texen quit the conversation I would like to reopen it.

I just build my PC,

Ryzen 5 5600,

ARC A750,

I did clean installation of the OS and there is no VPN is installed in my rig and I am getting the same issue.

"Could not start broadcast. Devide operation failure. Make sure you're not connected to a VPN. Error -17"

Clearly it is not about reinstalling the OS nor the VPN.

I have the v31.0.101.4314 installed.

Could you please help me with this?
