Arc a750 Software not working

Bought an arc a750 card a month ago, and used display driver uninstaller to remove old AMD drivers in safe mode and install arc latest drivers (31.0.101.5382) but when I attempt to open arc control it does not launch or open any window? The drivers itself seems to be working fine and don't have Ishu's with that? can someone assist me on the situation? 

I did download the older version of the driver to see if I at least can open the arc control on that but the same problem keeps happening. At this point i don't know wat to do.
