Right so I am currently using Intel Graphics Command Center, however I tried out Ark Control and just prefered IGCC, however after uninstalling Ark Contol it's setting seem to still be applying and ovveriding IGCC everytime I restart my PC, it also resets the sliders if I close IGCC but doesn't apply the changes.
have tied the usual uninstall the software and delete all the Display Drivers yet nothing seems to be working... driving me insane.

You can try performing the DDU and then install the newest graphics driver and IGCC. This is the link: https://www.intel.com/content/www/us/en/support/articles/000091878/graphics.html
What is the make and model of your computer and processor? You can also send us your system logs so we can look at it. This is the link: https://www.intel.com/content/www/us/en/support/articles/000057926/memory-and-storage.html

Thank you that seemed to have worked!
Must have been some hidden software that didn't uninstall with Ark Control (even though it claims to clear itself)
As for my processor it's an Intel I3 1220P inside the Asus Vivobook 15X OLED X1503ZA
