Can't run games because of Direct3D problem

I have tried to play two new games, Virtua Tennis 2009 and Street Fighter IV recently, and I had Direct3D problems in both of them. When I click the executable to run them, an error messagebox appears saying "Failed creating the Direct3D device".

I have already updated the DirectX from Microsoft's website and I use the latest drivers from Intel for my card, so it seems this ain't the problem. I have also tried running them with my desktop set to 16-bit color and change the frequency from 75 to 60 but had no success either. I run the dxdiag tool and all tests are successful. I see everything and have no problem in any test there.

I run Windows XP Pro SP3 on a core 2 duo E7400 processor, 2 GB of RAM and the card is the G33/G31 express chipset family. Just as an info, this problem also happened with my notebook which also has Intel graphics card.

PLEASE HELP ME OUT!!!
