I have an Intel arc a770 and a Samsung 75qn800d TV. I can successfully enter 8K 30 Hz but not 29 Hz. Also, 4K with 29 Hz is working. This makes me think that 8K 29 Hz (29.97 actually) should work but I cannot find any solution for this.

The TV is a 75" Class Samsung Neo QLED 8K QN800D. The Intel Arc A770 receives the so-called Extended Display Identification Data (EDID) from the TV via HDMI and this also shows that the TV offers the refresh rates as stated in the operating instructions:
Video format: 7680 x 4320 @ 30 Hz
Video Identification Code (VIC) = 196
The Consumer Technology Association standard (CTA-861) specifies the Frame Rate (FR) flag with the number 5 for 30 Hz and the FR flag with the number 4 for 30/1.001 (29.97). So far so good.
I therefore did an experiment with the EDID of the TV and reproduced it on my NUC 11 with Intel Iris Xe (driver 31.0.101.5522 like yours). I can confirm that 29.97 Hz is not offered. This therefore seems to be the state of the art for the driver.
However, you can add your desired refresh rate as follows:
- Download Custom Resolution Utility (CRU)
- Run CRU.exe
- Make sure the active EDID is that of the TV. If you are using an AVR, you may see its name there. If necessary, select from the drop down menu.
Close all windows with OK and restart the computer.
Now you should be able to choose 29.97 Hz:
