"really poor support for a Intel-System-Support-Utility not updated since 9/13/2018"
The ssu does what it is supposed to do. No update is needed: https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility
The IDSA is updated all the time.
Download and run the uninstaller: https://downloadcenter.intel.com/download/29376/Intel-Driver-Support-Assistant-Uninstaller?v=t
reboot
Download and run the current version of IDSA: https://www.intel.com/content/www/us/en/support/detect.html
Reboot
And, you need to understand that IDSA is not for your system, although you may be able to use it.
If something is not updating, read the exclusion list: https://www.intel.com/content/www/us/en/support/articles/000032252/software/software-applications.html

Now I know the steps:
- Run IDSA uninstaller
- Reboot
- Install "updated" IDSA app.
- Reboot
- Download new Graphic driver
- Install it
- Reboot
- Done!
I think it'll be easier if Intel could auto update this IDSA app, or run some background job while installing to detect any issues and recommend this steps.

IDSA does update in the background. However, in versions past, things got confused, which is why the uninstaller was created. You should be ok now.
