The graphics controller supports 4k@60hz for DisplayPort and 4k@30hz for HDMI... Dell also confirms this

This is most likely an issue with bandwidth limitation of the DP->hdmi cable. However, you should start by installing the driver from dell's website 30.0.100.9864. (customizations may be affecting this behavior). If not, you need to try other cables or direct connections like hdmi-hdmi
