Using an external display (with installed software) and trying two different branded monitors, on certain screens / applications the display flickers similar to the issues previously reported on Windows 10.
100% of the time, by opening the System configuration app and clicking on the startup tab the window blacks out and flickers. Similarly, opening a Word document, searching for a word that occurs more than once and clicking the next arrow causes the exact same screen refresh issue.
I've tried using the downloads available from the Intel download centre and also letting Windows update to the latest version but neither resolve the issue.
I've tried the Microsoft ClearType text tuner settings, had no affect.
I've disabled the sub pixel positioning feature, also no affect.
Under Intel HD settings, power, I've disabled the Panel Self Refresh setting, also no affect.

Thank you for joining the Intel communities.
I understand that you are getting this issue only when connect an external display but it works OK with the laptop display, correct?
Do you have the external display connected via HDMI or display port? Is it straight connection or are you using any adapters?
Have you tried different cables?

I believe my symptoms are the same:
1. When opening Word my external monitor goes blank, the laptop monitor comes on for a brief moment and goes dark almost immediately, my external monitor comes back on after a few seconds.
2. A similar sequence of events happens sometimes with Chrome, Edge, Outlook, and other applications. This also happens from time to time while I am already working in one particular applications. Not only when I switch applications.
Those symptoms don't occur every time but quite often.
All drivers and S/W have been updated. (Windows 10)
I have an external Dell U2713HM and USB-c to DVI. Initially I thought it was my USB-C to DVI adapter. I replaced it (this is my third - each time a different manufacturer), including one of them using HDMI instead of DVI. Always the same problem. In addition, from time to time, I have a thin horizontal black line flashing accross the screen (most likely showing that from-time-to-time some of the horizontal scan lines are not re-drawn properly). All of the symptoms occur when either static or dynamic (video) images are displayed.

The graphics driver that you have installed on this system we have tested and we don't experience this issue, at this point I suggest you to contact your system manufacturer to get better support for the configuration you want to do.
However, you can try installing this driver from the Intel website:

I suggest you to follow the steps I posted above to install this driver.
