Disabling V-Sync

My father recently bought me a decently nice computer, an Optiplex 3040. It has an Intel i5-6500 CPU with a dedicated AMD Radeon 7000 series card. I decided to remove the AMD card as it was a huge bottleneck to the CPU and could barely play most games nowadays. The internal graphics within the CPU is an Intel(R) HD Graphics 530. Before the introduction of the Graphics Command Center, I was pretty used to the Command Center well before. Since I was gifted this desktop, I have been frame-locked in most of my games to 60 FPS. After asking around on Reddit, I found that turning off V-sync might be the solution, even though it might cause frame stutters, etc. I can't find any solution on how to turn it off. Some previously posted articles show that the Command Center had a dedicated gaming area to configure. Still, now in my Command Center, there is no gaming area to change V-sync, etc. That's all I have researched till now. If you have any ideas, then please help.

Try downloading IGCC beta > select preferences > select Global Settings.

This feature was removed in IGCC (non beta) because they already using the Arc Control. You can also check this:   https://www.intel.com/content/www/us/en/support/articles/000093350/graphics.html  - Intel® Graphics Command Center Missing Capture & Game Related Features
