This download is timing out, Windows keeps getting older updates to the cards and I have countless times told them not to do that, and still I get installs for older updates, but now this update which says its new keeps timing out and will not allow me to install it...

can the tecs fix this please.

Try updated link (unless you have a Skylake processor).

Thank you for posting on the Intel️® communities. We are more than glad to help you with this matter. We would like to further investigate and try to solve this matter, to do so, please provide us with the following:

Provide me with the zip file with the Intel® DSA Folders. Take a look at the article "How to Obtain the Intel® Driver & Support Assistant (Intel® DSA) Folders?" for further information about the methods you can follow to get the folders.
Create a report using the Intel®️ System Support Utility (Intel®️ SSU)
- Download the Intel SSU
- Open the application and click "Scan" to see the system and device information. By default, Intel®️ SSU will take you to the "Summary View."
- Click on the menu where it says: "Summary" to change it to "Detailed View."
- To save your scan: click on "Next"; then "Save."
