I understand you are experiencing issues with Outlook 2013 and the Intel® Graphics Controller.
I have checked release notes from the latest driver and I am afraid it does not talk that has been addressed.

Please test installing the latest Intel generic version or check with your computer manufacturer for an updated driver:

This issue has been replicated and a resolution is being tested. I do not have a release date at this time for the updated driver that will resolve the issue so please check this thread for updates in the coming weeks.

Dell ProSupport has also been notified of our issue, and on their request we've verified that the latest generic driver from Intel at the time did not resolve the issue either.
Any news you can share would be great, we are actually seeing reduced Outlook performance because of the workaround we had to implement.
