Please try to update the graphics driver to the following version https://downloadcenter.intel.com/download/25484/Intel-Graphics-Driver-for-Windows-7-8-1-10-15-40- Download Intel® Graphics Driver for Windows® 7/8.1/10* [15.40], I would also recommend to install the monitor driver at http://www.dell.com/support/home/us/en/19/Drivers/DriversDetails?driverId=8G83X Dell E2211H Monitor Driver Driver Details | Dell US.
