Can the reason I can't download any graphics drivers is I'm running Win 10 32 bit ? I just installed a new motherboard that is capable of running x64 based processor.

According to https://www.intel.com/content/www/us/en/support/articles/000005526/graphics-drivers.html Supported Operating Systems for Intel® Graphics Products only Windows 10 64-bit is supported since Haswell generation.

I was afraid of that. I guess I'll go through the process of installing Win 10 64 bit. Glad I bought an external hard-drive.
