Hi Aytsy, hardware acceleration is enabled by default with Intel® HD Graphics; the steps needed to modify this setting are given in the article below. However, it is necessary to uninstall the driver for the setting to appear. Basically, the setting is only available for the Windows* generic driver.

You may also note in dxdiag, display tab, all DirectX* features should be "enabled".

You are correct, the troubleshooting tab is missing in Windows* 8/8.1. This is also discussed here: http://answers.microsoft.com/en-us/windows/forum/windows_8-hardware/how-to-increase-hardware-acceleration-in-windows-8/10aa6528-85ba-468d-bdcb-3afea0535a52?page=2 How to increase hardware acceleration in windows 8 Pro - Microsoft Community
Did you try uninstalling and reinstalling your graphics driver? Please provide the exact Intel® processor or graphics controller model if further assistance is needed.
You may also verify the status of the acceleration in Dxdiag. http://support.microsoft.com/kb/191660 DirectDraw or Direct3D option is unavailable
