Right now, I don't think I have the latest version of my graphics card. I have version x.x.x.4835, but the Device manager says that I have the "Best Drivers." Should I update for the latest version, which is x.x.x.5058? Also, how?

It depends. Are you a laptop or desktop? If laptop, use the drivers provided by the laptop manufacturer.
If desktop, then here is a list of the available drivers:

I'm on laptop, but do I HAVE to use drivers provided by my computer manufacturer? Can I just download drivers from Intel?

Your laptop manufacturer likely has modified or customized the driver to work with features of their hardware. The Intel generic drive will not provide this customization.
